He has some advice for you on some things to consider as Administrator Pruitt structures his redblue team approach. Specifically, he wants to urge you that one of the most valuable things you could do is to study the "baselines" that are being used to forecast potential emissions trajectories; this is a huge shortcoming of current science and is being badly mischaracterized/misused. An EPA analysis of it would be hugely valuable. I can't recommend strongly enough that you meet Oren soon -- either in DC, or during Administrator Pruitt's upcoming visit to the Manhattan Institute.
